Finance Department
Title: Budget Officer
Full time: 35-40 hours per week
Salary range: $52,070.00 - $66,448.00
Expected start date: immediate

DISTINGUISHING FEATURES OF THE CLASS:
This is a professional position which involves financial record keeping, budget preparation and accounts maintenance work for the town. Extensive interaction and communication with management and staff. The employee reports directly to and works under the general supervision of the Director of Finance with additional supervision from the Town Supervisor. General supervision is exercised over lower level personnel and clerical staff. Does related work as required.

TYPICAL WORK ACTIVITIES: (Other related activities may be performed although not listed.): 
Analyze, prepare, and oversee the Town’s annual budget process, inclusive of formalizing and presenting a final budget; 
Analyze, prepare, and oversee the Town’s capital improvement plan; 
Compiles data and prepares financial reports and studies; 
Preparing and posting accounting entries; 
Balances ledger accounts and makes adjustments; 
Balances bank account statements; 
Examines and approves purchase orders, vouchers, claims, invoices, and proposed contracts, and reconciles with supporting data for accuracy; 
Prepare and deposits checks in proper accounts; 
Perform audits of internal departments; 
Maintain a database of capital assets; 
Schedules and organizes work assignments of lower level personnel; 
Provide backup for accounts payable process including claims audit and data input, issuing checks and electronic payments; 
Provide backup of the Town’s biweekly payroll process including employee file maintenance, timesheet audit, data input, register reconciliation, and distribution of payroll deductions; 
Assists the Director of Finance with accounting, auditing, and cash management; 
Performs duties of Director of Finance during absences; 
Facilitates the day-to-day operation of the Town’s Finance Department including supervision of staff, establishing and maintaining operating procedures and, making recommendations for improvement of operations. 
 
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the practices and procedures of maintaining governmental financial accounts and records; good knowledge of the principles and methods of bookkeeping; good knowledge of standard office procedures; ability to post to ledgers, journals and control records; ability to prepare financial and statistical reports; ability to balance accounts; ability to prepare payrolls; neatness in completing forms and keeping records; confidentiality in dealing with the town's records; thoroughness; good judgment; physical condition commensurate with the demands of the position; ability to communicate effective both orally and in writing; ability to supervise; ability to establish and maintain effective professional relationships; honesty. 
 
MINIMUM QUALIFICATIONS: Bachelor’s Degree in Accounting, Finance, Economics, Business Administration, or a related field. Five (5) years of municipal experience preferred, one (1) year of which shall have involved supervision.

Title: MAINTENANCE MECHANIC
Full time: 35 hours per week
Expected start date: August 15, 2016


DISTINGUISHING FEATURES OF THE CLASS: This is a skilled maintenance position involving the repair and maintenance of buildings, grounds and equipment. The work performed is of a general mechanical nature and may include masonry, carpentry, painting, plumbing, heating, and ventilating, grounds keeping, or electrical maintenance. The work may also involve the operation and routine maintenance of motor vehicles, grounds keeping equipment, and other power driven equipment. Although employees of this class, because of individual training or experience, generally devote a greater part of their time to a particular specialized field, they are required to work in various mechanical fields as the occasion demands. Maintenance Mechanics may be subjected to unpleasant working conditions such as extremes of heat and cold, inclement weather, and cramped working areas. Employees work under general supervision allowing for the exercise of independent judgment in carrying out the details of the work. Direct supervision is exercised over the work of subordinate maintenance personnel. Does related work as required.

TYPICAL WORK ACTIVITIES: (All need not be performed in a given position. Other related
activities may be performed although not listed.) 
Installs, maintains, repairs, and rebuilds a wide variety of electrical fixtures, equipment, and systems;
Installs, maintains, repairs, and rebuilds a wide variety of plumbing equipment and systems;
Cleans, maintains, and repairs boilers, pumps, heaters, piping, valves, traps, compressors, and
generators;
Performs a wide variety of steam fitting, forging, welding, sheet metal fabricating or machine shop activities;
Builds, installs, maintains, and repairs doors, stairs, walks, floors, desks, chairs, cabinets, shelves, tables, windows, and locks;
Mixes cement and concrete for walks, steps, floors, and foundations; plasters walls, partitions and ceilings; lays brick or blocks; cuts and fits stone;
Erects fences, bleachers, goalposts; repairs sprinklers and drainage systems; installs playground and athletic equipment;
Prepares, paints and resurfaces wood, metal, and other surfaces;
Operates hand, power, and motorized tools and equipment;
Operates light trucks and the larger pieces of grounds keeping machinery;
Performs minor preventative maintenance tasks on motor vehicles and grounds equipment; disassembles and repairs lawnmowers, and hydraulic attachments;
Builds, reseeds, topdresses, grades and marks athletic fields;
Instructs and supervises subordinate maintenance personnel in the more difficult or specialized
tasks in the repair and maintenance of buildings, grounds, and equipment. 
 
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the common practices, tools, terminology and safety precautions associated with building, grounds, and mechanical maintenance and repair; ability to follow oral and written instructions; ability to work from plans, specifications and rough sketches; ability to lay out work for self and others; mechanical aptitude; manual dexterity; physical condition commensurate with the demands of the position; motivated; self-starter; ability to manage staff and budgets.

MINIMUM QUALIFICATIONS: EITHER:
(A) Two years of full-time paid or its part-time equivalent experience as a skilled tradesman in
one or more of the mechanical or construction trades or in grounds keeping or landscaping;
OR,
(B) Graduation from a technical high school program in one of the construction or mechanical
trades (i.e., carpentry, auto mechanics, electricity, sheet metal work) and one (1) year of
experience as described in A).
